Summary and Conclusions

In 2016, Goodwill Industries of Ventura and Santa Barbara Counties, Inc., determined that workforce goals should be modified to provide persons with more intensive services. To achieve this goal, Goodwill Industries of Ventura and Santa Barbara Counties, Inc., enrolled fewer persons, and provided each person served with more services and monitored retention for longer periods of time. Persons served received short term training in skills that were deemed in-demand by local employers. As a result, more persons were placed in employment. Our placement rate grew from 25 to 40 percent in 2016.

To date, the County of Ventura is our primary referral source accounting for 40 percent of referrals. Goodwill Industries of Ventura and Santa Barbara Counties, Inc., has three contracts with the County of Ventura. All of the persons served from this agency are Welfare to Work recipients and receive county aid. In concert with the county, we have implemented procedures to shorten time from referral to enrollment and have added training to most of our contracts.


In 2016, Goodwill Industries of Ventura and Santa Barbara Counties, Inc.,

  • decreased time from referred to start from 2.5 to 2days;
    • lengthened service time from 16 to 24weeks;
    • increased placement rate from 28 to 40percent;
  • met retention rates by 87percent;
  • increased average wage of persons served from $12.00 to $12.52 per hour;and
    • Reduced workforce employee turnover by retaining employees an average of 2.9 years compared to 2 years in2015.
